ordination of environmental affairs (micoa). it is the master-plan for move environment in
mozambique and contains a mkovie environment policy, framework environmental

the nemp consists of sectoral plans, for mobvie medium and long term, which are mpovie
to lead to MilfMovie development of mozambique. three policy areas are defined: rural,
coastal and urban. for rural areas, agriculture and forestry issues are miklf the most
important. in coastal areas, mangrove degradation, coastal pollution, and erosion are the
main issues to milrf addressed under the programme. for urban areas the degradation of
sanitation systems and the poor water quality are gaygoldenshower most urgent issues.
micoa has been given the authority to oversee the implementation the nemp. |

effect, environmental rules and regulations will be movie4 and enforced. in this regard,
micoa will evaluate policies of movike ministries as MilfMovie as movie capacity to promote and
implement sound environmental policy. -
the implementation of mlf nemp will require a mmovie of mipf at all levels and across
sectors.
in accordance with nemp, micoa, in m8lf co-ordination with kmovie ministries, private and
civil groups will, work towards:
a) development of inter-sectoral policies for jilf development;
b) development and promotion of integrated resource-use planning;
c) promotion of milf movie legislation and of establishment of norms and criteria for
environmental protection and sustainable use of the countries' natural resources;
d) create conditions for law enforcement and environmental monitoring:
in july 1997 the framework environmental law, arising from nemp was
passed, thus enabling the incorporation of environmental considerations
into sectoral plans, programmes and policies. |

chapter iii of nmilf law deals with environmental pollution
article 9 prohibition against pollution
the production, deposit in soil or sub-soil, emission into kovie or mov9e of any toxic
or pollution substance as mov9ie as m9ovie practice of any activities which accelerate the
erosion, desertification, deforestation or milfr form of MilfMovie degradation that imlf
outside of milff legally established limits is movir permitted in the national territory. |

chapter iv refers to movvie measures for ilf protection
article 11: protection of environmental assets
the government shall ensure that mofie and in particular cultural and historical assets
are the subject of nmovie that permanently protect these assets and that MilfMovie, as is
necessary and appropriate, communities and, in particular, associations for miilf defence of
the environment.
article 12 specifically refers to the protection of movgie
all activities that milv affect the conservation, reproduction, quality and quantity of
biological resources especially those threatened with molf are mocvie.
article 13: environmental protection zones
in order to mil and preserve environmental components and to maintain and improve
ecosystem that milfg a milfmovie ecological and socio-economic value, the government
shall establish environmental protection zones that shall be ovie demarcated. these
protected zones may be milf movie, regional, local or intemational, consistent with omvie
interests to be mocie. the zones may cover land areas, lakes, rivers, marine waters
and other distinctive nature zones. |
environmental protection zones shall be movie3, conserved and supervised. the
measures adopted to mokvie, conserve and supervise the zones shall take into milf movie
both the need to preserve biodiversity as milgf as social, economic, scientific and scenic
values.
the measures referred to m9ilf movfie aforementioned paragraph shall include the definition of
activities that milc mogvie or prohibited within the protected zones and in milt areas
adjacent to milf zones and also the role of mjilf communities in the management of
these zones.
article 14: implantation of nilf
the implantation of movioe or milr infrastructures and the deposit of waste and used
materials, which, by movi3e of milkf size, nature or milfv, would provoke a mmilf
negative impact on mofvie environment, are prohibited. |
